Parking woes in KL and PJ

16 march 2013.  MBPJ (Majlis Perbandaran Petaling Jaya) the local council has decide to install bollards along Jalan 16/11 to discourage irresponsible motorists from parking indiscriminately and causing congestion during peak hours.

Petaling Jaya city council (MBPJ) engineer Cheremi Tarman said installing bollards with reflectors was one of the immediate measures to resolve traffic congestion in that area. They were also in discussion with highway concessionaire Sprint on other measures to ease traffic woes.

Errant drivers park their vehicles by the roadside despite knowing their actions will result traffic congestion to other road users.

One the forefront, it is heart warming to know the local council are taking action and pretty much hands on in handling situations in PJ.  The issue of errant drivers parking their vehicles inconsiderately and show no respect to other road users has been become so rampant that it almost seems like a culture of the Malaysian these days.

What was the root of this problem?

Certainly there are no one single trigger point to the problem we see today. But I can be sure one root motivation for errant drivers to do so is out of Convenience.  They have a business in the area, to buy something, drop a document, meet someone at nearby, eatery or to do banking. Whatever it is, it sure is convenience to park by the road side and get on with their business.

Towing won't deter errant drivers. Setting up bollard may be a short term solution as what I have seen, sooner or later those bollards is going to come down. If it is made of plactics, the sooner it will come down. It break too easily and it does hurt the car that hit it.  Steel material attract thieves, so does the hefty cost of implementing.

What best could be the solution to this problem?  Because convenience is the root caused, therefore inconvenience to those towed cars should be the solution.  It motivate them to park indiscriminately for their own selfish conveniences. All they want is convenience and that is all they care. It doesn't bother them much, their vehicle is block the road causing a bottle neck.

I would strongly suggest towing the car and place it at a warehouse. When the driver came to claim their vehicle these are the inconveniences they have to pay:

1. First they would need to go to the municiple checking counter to search where their vehicle is stored and to get a notice and address of the warehouse. Owner would need to present their valid driving license and insurance policy information over the counter.  All these information are necessary just to induce enough inconveniences on the fraudsters.

2. Next they need to go to a warehouse where their vehicle is stored and to get a receipt for Storage Cost and they need to present the notice they get earlier.  This is to make sure they are the rightful owner coming to claim their vehicle.  They can't make payment nor claim their car right away.

3. Then they need to go to another place like municiple payment counter located far away to make payment for the fine, and Storage Cost.  They will be issue a receipt after payment.

4. Now they have to go back to the warehouse to claim their car with the receipts of storage and fine paid.

They will have to claim on the same day once the receipt is issue, otherwise they will need to repeat the whole process again.  In the case where the vehicle is brought, the driver would need to be present to claim the vehicle. In the case of company car, the company director would need to be present when making claim.

Highly inconvenience?  That's the whole point, if what all these errant drivers care for is about themselve, it's about time they feel the heat and pay the price for being selfish and carefree.
